Golf cart won't move alarm in forward and reverse

I have a 2004 Club car precedent. About a week ago the cart was working fine I went out to move later that night and it wouldn't move. The alarm is sounding in forward as well as reverse. After reading on the forum and talking to some cart shops people said to Change out the forward and reverse switch. I changed out the switch and still had the same problem. After reading some more I starting looking at the controller. I tried to reset it based on instructions on here. I bought a known good controller and installed it tonight and it still is not working. I do not hear the solenoid clicking. I pulled the little wires from the solenoid and put my volt meter while pressing the gas I only read 29volts and it never changed. I disconnected the wires to the motor and checked for continuity and had it between A1-A2. And F1-F2.

Any suggestions would be greatly appreciated.

One other thing I might add is that I did a 4-12vdc to 6-8vdc conversion about a year ago.
