If it is locking up, adjustment at the connection under the floor panel won't really gain you any help. It's just that the cable becomes to short to to its job. What you need is another passenger side cable to install on the drivers side. That will eliminate all those problems. Of all the carts I do, maybe 15% can be released to customers without the cable but I prefer not to do that and in a few that I did let go out like that, they were back in less than a month with the problem.

Just remember, you now have a higher amount of rotating mass in the bigger wheels and it will take a little more umpf to stop your cart. Change out that cable at the first hint of a problem, save yourself an undesired bunch of problems down the road.
