It could be that one of the diode in the bridge rectifier is open causing the power supply to half wave.

Default I presume that the OBC is bad?

Model 26560 and 22110 are doing the same thing. 26560 is putting out ~2A and 22110 is putting out ~1A. Both chargers put out ~15A when I did the same thing to my sister's cart.

Run a 10ga wire from the negative on the back of the charger receptacle directly to the pack negative. The OBC could be preventing the current flow.

If by by-passed you mean either:
1) You Jumped the relay inside the charger
2) You Jumped the sense wire directly to pack negative.
Then the OBC is still controlling the current that flows to the battery because the negative from the charger socket goes thru an SCR inside the OBC before it goes to the controller B-.
