I think I my have an answer to why the charger is not turning off. I just got my 99 DS cart back while I wait to get my Pq motor back for my 2003.
The batteries had just been filled and little over filled. I think this has deluted the acid to the point the batteries will not build up enough voltage to kick the charger off. After 17.5 hours on charger the voltage was only 58 volts. I played 27 holes of golf and the voltage one hour after parking is 49.9 volts. It is on charge now. I am guessing after a few good long charge cycles the charger will start to turn off like it should. I know the charger is good it works fine on my 2003 cart. I can't re test it now because I have the battery cables off on the 2003.

Time will tell on the 99. I will let you know if it works.

Well I have an update. This morning the charger has turned off after no more than 16 hours. The fluid level is down to where it should be. I am guessing it just took time to build up the strength after being deluted.

If there are any other changes I will post it.

My conclusion is what I said to start with was true. Don't over fill. Also if the batteries require a lot of water it may take a few good long charge cycles to get the strength back to where the charger will turn off.

It took about 8 rounds of golf and recharging for mine, but it worked it seems.
