If that chip works, it is the first I ever heard of for an Excel controller.

Maybe someone else has installed one, I could not find any information on the actual device other than a lot of ads saying it is included with their carts.
And who knows perhaps the chip does nothing for an Excel cart at all? The same way that a speed magnet does nothing for an Excel cart....

Those 23" tires coupled to all the added extra weight and perhaps batteries that are no longer 100 % would likely explain a 17 MPH cart only doing 15 MPH too... Could simply be running out of energy to turn them and carry the weight...

I too have a 2010 with serial PHxxx. Same tires, 2010 batteries, and bone stock everything else it will touch 18. Went 14 with stock tires. Check battery year/voltage and also tire pressure. Good luck.

Okay, then maybe someone put a speed magnet on it, which would actually slow this cart down. Also, check for a hanging brake. The aftermarket controller might be an issue too. Let us know what you find.

That is called regen braking it uses the motor as a generator to slow the cart down when it thinks it is going too fast; it is putting a little juice back into the batteries when it is doing that.... There is some adjustability to regen braking in the programming....

Keep all this in mind:
See that windshield it equals drag and is slowing you down.
See that long 4 passenger top it equals drag and is slowing you down.
See those mirrors they equal drag and are slowing you down.
See that rear seat it equals weight and is slowing you down.
See that front bumper it equals weight and is slowing you down.
See that front basket it equals weight and is slowing you down.
See those nerf bars they equal weight and are slowing you down.
see those big *** 23" tires while increasing the distance traveled per revolution are also robbing you of the power needed to go faster....

What is our weight? Are you slowing it down?

I get it teeco but man it seems like its creeping. Another weird thing is it seems to go faster after i have stopped for a minute. Then after ive been going for about a minute or so speed seems to fall off.

Thanks for pointing out all my accessories. She iiis super fly huh. Lol.

Yes she sure is "super fly" I'm almost jelious.... Our Roxy is fire engine red with red & black seating and sports a 6" lift with 22" tires... But she does 33 + MPH so not so jealous in that department. Getting real speed and strength can cost some serious money with these carts. Can't blame ya for wanting more than 15 MPH; I was looking for 20 to 25 with real hill climbing strength and to get there is cost me a new PQE motor, 500 Amp controller plus cables and soleniod.... Be forewarned speeds over 25 in these carts is quick!

You need to look into what this speed chip is all about as while it can claim to allow 21 + it matters not if you don't have the HP to get there... Crawl under your cart and find your controller behind a black plastic cover and get a picture of it that may help those who know here to help more....
