Default Club Car Won't Move; Won't Charge Completely

I have a 99 Club Car I keep at my beach house. It is a 1999 I think. When I store it, I make sure the batteries are at the proper fill level and the cart is fully charged. Normally, when I return, it runs fine and I simply top the charge off and move on. Today, after 3 weeks in the garage, it won't move. Warm temperatures (SC). I plugged the golf cart in to the Powerdrive 2 charger and like normal, the gauge went just to the right of 10. After 6 hours of charging, it's sitting near 5 on the charger. The golf cart still won't move. I use Powertron P8000G Deep Cycle 8 volt Heavy Duty batteries (6 total). I pulled the battery caps on the batteries, and the fluid is bubbling slightly. When I put the F/R toggle in reverse, the buzzer sounds, so I'm assuming it has some power to it. I don't have meters and battery testers. Is it most likely the batteries? Could it possibly be something else? Do I have to replace all 6 batteries at once?

Let it go until tomorrow morning and see if the amps drop to zero. It may need the full 16hrs if still pegged at 5 maybe a bad cell or battery.
Since you dont have a dvm you cant measure voltage. So best you can do is check connections are tight and clean and let charger work for 16hrs.
Do you hear solenoid click?
Do you have power to controller?
Lots of folks here say change all if you have to...i dont follow that rule unless of course i get donations.

I recently had a similar problem with my 99 charger not turning off. Turns out my son had let the batteries get quite low on water. When he refilled he also over filled some of the cells. After a few days of charging for 16+ hours and using cart the charger began to turn off correctly. That could be your charger turn off problem. We still need to figure out why it is not moving.

Have you checked all your cable connections? Give a good hard tug on each battery cable, like you are trying to pull the cable out of the lug end. If any are loose that may be your problem. They will show voltage on a meter and still not have a good enough connection to power the cart. Also check you voltages over all and each battery. A battery cell can open and open the circuit. Again it may read good on a meter without a load. Like a wire with just one small strand touching.

After charging overnight, the charger went to zero. Still won't move. When I press the accelerator, I hear a click and that's it. I've checked the connections and they all 'seem' tight. At this point, I'm not sure what else to do but call my local golf cart shop and have them pick it up.

A photo of the whole battery area in one photo would help. I am thinking you have a connection that is not good. If the charger turned off it should have enough power to move the cart. Connections can build up a film and not make a good solid connection when things are left setting and not used. I would start by cleaning all the power connections I could get to. BE SURE TO PUT THE CART IN TOW BEFORE WORKING ON BATTERIES.
