Sorry our answers got out of order, we were both typing at the same time. Because the charger isn't charging and the fact that the cart isn't running lead me to believe the battery pack isn't wired into the cart. You are probably in the right area with the negative connections. You need to go to the stickies and find a diagram for your cart and trace out those wires and find out where they need to go. If that large wire was cut and spliced there should be the other half that was cut somewhere. Sorry there is no easy fix. Attached is a photo of my OBC. Notice the large Red wire going through the OBC, that is the neg coming from the battery to the controller. Its red because I ran out of black wire.

JJ:
The black wire that goes through the OBC goes from the B- of the controller to the number 6 battery that is there, but when I got the cart, that black wire to the number 6 battery, and that cluster were together, taped together

Are You saying the 4 gauge wire (green arrow) comes from the pack negative, is spliced with the other 2 wires (1 going to the charger socket and 1 going back into the OBC harness) then it proceeds thru the OBC and finally to the B- connection on the controller?
