Sounds like a failing speed sensor...the cart will go into a limp mode of 8mph when this happens.

I did the "roll away" test and it slowed the cart down. Are you saying the speed sensor is not kapoot but going kapoot???

We now know that the speed sensor is probably NOT the problem since it is brand new? Are there any local CC dealers where you are?

I think this cart needs a Club Car IQDM plugged into it to check the settings. That's what I would do as the next step if it were mine.

Does the cart go faster in reverse than it does in forward?
I had this happen to mine and I ended up swapping a couple wires around on the controller. It sounds like the max speed your going in forward is the max speed for reverse. Mine would haul butt in reverse but not in forward.
I can't remember which two I swapped It was either the white and green on the motor and/or the smaller blue and orange. Since you have another cart with the same set-up, compare your wiring on your motor and controller with the other one. Hope this helps.

Sorry bout th' late response BHF, I've been out back.
Craziest thing When I bypassed the OBC, for some reason I put a jumper on the pos. sol. act. terminal to the pos. batt. pack. I guess I did this to bypass the run part of the OBC. Can't remember. I took that jumper off for some reason and the sucker runs like a deere. Go figger. Don't know what just happened.
