At what volt reading do I know the batteries are dead. Also is there anything to revive them? I saw somewhere about a BLS device

When the rated voltage stays the same or less after charge 11.9/2=5.95
you should try the load test so many advise by hooking dvm to individual batteries while driving. But in your case 24v wont let you drive so put it on blocks and ht the pedal in short bursts and see how the batteries measure.
You can try putting the car charger to one at a time and sit there to monitor and see if you can cycle life in them.
You can try the snake oil epsom salts?....but its snake oil
I dont know what a bls is.
Others will jump in and maybe they have an idea.

The **** batteries won't charge higher then 5.9. I'll try to find a way to revive them. Thanks for the help guys.
