Default Marathon moves when put in F or R

I joined this forum because I am refurbishing a '83 Marathon, and have been able to resolve all other issues from other posts until now. I've replaced all repainted body parts, batteries and cables, added a reducer, lights, and a radio, and am 90% done. But, after reinstalling the batteries, now when you put the cart in F or R the cart immediately moves in the respective direction without the throttle pedal being depressed. Any help would be greatly appreciated.

Controller or Resistor drive system?

In either case, check the pedal switch, it controls the solenoid and cart shouldn't move until solenoid clicks.

I think 2 things have to be problematic to result in cart moving when put in gear.
1. solenoid must be energized (wired incorrect) or welded shut
2. throttle pedal not returning to zero position (or pot signal incorrect)

Thanks guys. Pedal not returning to zero was it. A bolt on the throttle linkage was getting caught on the hole in the frame it travel through, thus not allowing pedal to fully disengage.
