Default Ezgo Rxv Golf Cart brakes are frozen

I have a 2008 Ezgo Rxv that I sold to a customer. Cart ran great and today it stopped running.

Customer said that it just stopped and locked up. I came out and plugged in my computer and got no code. I replaced the motor brake anyways as it was the old style with the handle.

Cart gets all the clicks when I put it into forward or reverse, yet it still will not go, nor will it roll in the tow and neutral.

The brake switch shows open on my computer even when i hit the pedal (then the plunger when I opened up the floor bored. I do get the click of the solenoid when i hit the gas pedal in forward.

i also hear power going to the motor. Also when I had the original motor brake on and released the motor handle it still would not roll.

Any ideas?

Will it roll with the motor brake (round thing mounted farthest toward driver side of motor w/ 3x 10mm bolts) completely removed from the motor. This will let you know if it is in the motor & brake system (will roll with brake removed) or axle (still wont roll with brake removed). It is "possible" that the motor is seized up/blown up, but VERY unlikely. The motor is built very differently than a DC cart motor, the RXV armature/rotor has no windings to "blow out" and lock the motor up. I have spun RXV motors to 9k+ rpm with no problems ever. The only thing i have seen ever cause a RXV motor to be replaced is a failed temp sensor (it is woven into the stator windings and cant be removed from motor & RXV will not work above 1 mph without motor temp sensor). I have seen very few encoder (tach sensor) failures, but they can be fixed very easy once motor is out, it is much easier to disassemble than a "brushed DC motor".
