Default ezgo txt pds half speed poor runner

It's pretty uncommon for something to baffle me, but this has. Its an 04 PDS with new batteries. I bought it from the original owner who rarely used it. The batteries were long since dead when I picked it up. Put a fresh set in, and everything seemed fine. However, when you get in and press forward and take off, it's dreadfully slow. If you click it over to reverse then back to forward, it runs full normal operating speed. I changed the solenoid as I had read a few others in the past having such an issue. That changed nothing. I pulled the codes, it says "low battery voltage." Well, I know it doesn't have low voltage. Each battery is at 6.4V. I figured the controller was just shot, so I changed it. It still runs slow as snot until you flip it into reverse and back to forward. I am at a loss at this point.

So this is the status;
2004 with PDS
New batteries, all reading 6.4 each
New solenoid
New controller
New wires on the pack, all wires to the motor tested and confirmed in good condition. Also checked all wires on the solenoid and around controller, no issues.
It charges fine

Any ideas?

Check the F/R switch. Mine does that when it isn't fully pressed.

You get in. You turn the key on. Press forward switch. It goes forward at about 5mph. Flip it to reverse, then back to forward. It goes normal full speed (15-17MPH) On occasion, when you put it in forward it does nothing. Turn it off, turn it back on and it then goes slow. Flip the switch to reverse and back to forward and it goes normal speed again. I can give you no explanation. New controller, new solenoid, new F?R switch, wiring checked, new batteries, new battery wires

Also, for whatever reason, factory code beeps 2-1 low voltage. I have checked each battery and they all have 6.4 I load tested them and none fail.

Mine does this but nothing like yours. Mine may do it one time out of one hundred.

The 2-1 beep code doesn't mean the battery pack is low, it means the PDS controller is seeing an unacceptably low voltage at J1 Pin-4 or J1 Pin-5. (One gives a low voltage error, the other gives a welded solenoid contacts error - don't remember which is which offhand)
I also don't know where exactly the controller measures the logic and auxiliary input voltages, so it might be after the Run/Tow switch. If the voltages at J1 Pins 4 & 5 is good when you are getting the 2-1 error, measure the voltages at J3. All four pins should be full pack voltage in the Run position.

Ok Johnnie, pack voltage tested on all three locations at 38.2 I currently have it on charge as it had run down over the course of the past few days as I have been repeatedly poking and prodding at it. (obviously I took it off charge to test those pins)
