Default All new parts, barely moves pds

Have a 2003 36 volt pds. First quit some months ago like very low battery, just would flintch. Toed it back to shop. Since then I have put in 2 solenoids, a new and rebuilt controllers new set of batteries, new ITS, made a set of cables, just replaced those with a new set from Scotty's, charged it on three different chargers, still it will just barely crawl. I'm stumped, anybody any ideas? I also checked things against the sticky's, everything seems good.

After charging, let it sit for 12 hours or so, then check the pack voltage with your DVM. Report back here.

Can you put it in diagnostic mode and then drive it until it gives a fault code?

Thanks for the responses. I'm getting 38.7 volts and 37.7 with pedal pushed at the battery. I couldn't get any response from diagnostic mode, had 3-2 many a part ago, but nothing now.

I'm thinking it's time to pull the motor and inspect the brushes?

Thank you again. I forgot to mention in first post, also a new speed sensor. Pulled motor, brushes are 3/8 to 7/16 of an inch, messured with a wrench, out past the bracket that holds them. Seems to have spring pressure on them. What should I be looking for ?
