Need help

My problem is cart wont move and batteries are full charged and I am working on 96 ezgo with dcs and I have checked the solenoid and it is not clicking but what is crazy is that with all wires hooked up on it key switch on are off it has full battery voltage on both sides of big terminals and when I take off the two red wires attached to the battery side off solenoid I lose power on other side. next crazy thing is that with all wires attached I have full battery voltage on b+ and A1 on the controller. I did volt reading on 10 pin connector and every thing checked fine but the blue wire had full battery voltage. I just don't want to change controller if it is ok and I am not looking at the right place.
