Default 97 TXT Series NOGO New Motor

Just picked up what I thought was going to be an easy fix but now not so sure. It isn't doing anything after new motor install. The wires were marked so I know I didn't get that mixed up.
Read all the diagnostic tags and still unable to come up with problem. I will try to give as much information as I can.
*37.4 total volts to solenoid, red side at 33.7 then pedal down goes to 37.4
*all four lugs on motor with key off have 33.7 then key on with pedal down they go to 37.4 ??? Is this normal?
*Solenoid is clicking with pedal actuation.

How do I check to see if forward / reverse switch assembly is not the problem ...

Check f&r terminals for discoloration, or sinking back into the f&r board.

I pulled the F/R selector out, no abnormal arcing marks. I sanded the stationary brass tabs alittle to make sure they were making correct contact, The handle side was shiny brass. I even tried to tighten the nut alittle more to make sure contact was being made still nothing.

Any other ideas?

Problem solved, I swapped a controller out with a friends cart and WALA, it works. So found a used controller for now...
