Default Delayed lights response

I just installed a headlight kit on 2006 36V TXT cart. The lights are wired through a reducer. When I pull the light switch, it takes approximately 5 seconds for the lights to come on.

I left the inline fuse on the light assembly and it is also fused through the reducer set up.
Could this "double" fusing be the cause?
