Default Cart not fully charging

Fully charged voltmeter showing 37.4 V.
Reading 6.2 at each battery.
When I first got the cart the charger was shutting down in about 10-15 mins so I changed out the capacitor. I will admit that I didnt use an EZGO capacitor but the replacement did have the exact same specs. Charger seemed to work as normal after the replacement.
Batteries are 1yr old.
Water is good.

Advise on what else to check?

are you letting the charger run til it shuts down ?
are all cables clean and tight ?
good idea to see if batteries will charge to 38.3v

Could be the board in the charger may be going bad telling it to shut off early. Try the 12 volt charger first and see what happens. Who is the battery manufacturer?

What voltage does the pack climb to before charger shuts off?

Should be about 45V.

Yes the charger is shutting down on its own.

I am not sure of the battery manufacturer. I have owned the cart only about 2 months. The previous owner provided the receipt of the batteries and the sitcker is B14 so they were manufactured in Feb 2014. No other identifying marks on top.

I threw 40A down each 12v bank for an hour each. I am letting the last 12v bank cool down now. Meter is reading 6.3 v on the 4 already cooled. Hopefully this will do the trick. Wish I had 100ths on the meter.

Charger shutting off on its own doesn't mean it got to full voltage. If you can, check the pack voltage just after the charger shuts off. Like Jb said it should be near 40 volts.

Typo???
Should be about 45V at shut-off.

A Powerwise model 28115 charger typically shuts off in the 44V to 46V range.
But the pack voltage does drop down to 40V pretty quick after the charger shuts off.
