Default 1995 EZGO brakes

I have found a few threads through google about brake issues, but I just want to verify. So, when I picked up my golf cart, the guy I bought it off of stated that the accelerator pedal had been sticking a little, and he sprayed it with some PBB, and it seemed to free it up a little, after we loaded it on to the trailer, he pressed the brake pedal it, but it continued to roll backward. The brake pedal is still currently stuck in the down position, and rolls freely. The parking brake engages, and when pressing the accelerator it disengages, but the pedal stays firm to the floorboard. I am guessing I have a brake cable issue, as opposed to the return spring being seized. If the brake pedal is pressed, why would the brake shoes not engaged, did I just stretch the cable with the pedal was pressed? If it is just the cables, where is the best place to buy them..probably would just replace both at the same time.
