Default RXV motor brake looks good but locked up

The brake on my 2008 RXV locked up and after reading many post on it, I decided to get a new one. But now that I have the old one off and dismantled it and inspected it I dont see anything wrong. Now granted this is the first time I have ever seen one of these but there's nothing broken or separated, the discs look good, etc. Now I'm wondering if it's not the brake itself but an electrical problem. When I say "locked up" the cart would move but was struggling and I could smell an electrical smell like something burning. Also the cart would not roll in neutral, you could definitely tell the brake was on. So my question is where does the brake get the signal for on and off? the controller? What tests can I do to tell if it is a brake problem or something else? Sorry this is so long.

Brake assy is "dead man" brake.
Power must be applied to release brake.

Brake is only parking/emergency brake.
Not used to stop cart.

Cart will not roll in "N" unless cart is in tow.
Test for motor brake is to put
Cart in tow-turn key to N and push cart.
If cart will move, brake is good.

I'm still stuck. Got a new brake and installed it and it locks up to. With tow switch in tow and in all positions R,N,F cart will not move.Also will not move whn accelerator pedal is pushed with Tow switch in run. Still locked up. What can I check next. This is my first adventure working on a cart. So I need help.

Check for the red & green loop plug on the bottom of the cupholder area (must be present and good connection).

Cgtech you're a genius! That was my problem. I had taken the plug off to count the nu8mber of pins because I was looking to add a brakelight kit and the one I was looking at said it was plug and play if I had a 9 pin connector under the cup holder.(Sure enough I do )I just forgot about it.
