Welcome!

What shape are your batteries in? How old?
What about your cables?
F/R switch?
What is the RPM rating of the new motor?

Are you measuring 27 volts with the solenoid engaged?

also you can take the orange wire off the f & r switch & it runs the same, as with the resistor taken off,it doesn't make any diff.
