If your 2005 cart has a F/R switch on the dash by the key it is a PDS cart and has regenerative motor braking. If the F/R switch is under your legs it is a Series/Fleet system and will freewheel down grades.

Start by giving each large cable a good tug and twist. One might fall off in your hand. I'm off to get dinner for now.

Did you check any of the control wiring?

What kind of new controller did you install? Was a fuse installed at that time?
Did you check the cables at the motor?
Since you upgraded the F/R switch I would concentrate there.
Also, give the solenoid a good rap with a screwdriver handle.
