Default Rear diff

Is this normal wear and tear on a 3 yr old cart or is this rear diff leaking?

I'd call that fairly normal. you could attempt to tighten up the plug a little, just to make sure its tight, then just clean the cover good and just keep an eye on it now and then.

Since there's no good way to put fluid in, the answer is when you have drained it or know that it leaked out.

Get the cart on very level ground ease the plug out just enough to see if there is going to be any fluid coming out. If not add some at the least.
Better yet drop the pan, clean it, fill it, reinstall it.
In the service biz we would top em off then jack up the plug side wheel and add an extra oz or 2 for good measure. Never had one go bad. But I have opened up dry ones

I would disagree with this. If you fill that pan, it would be very difficult to bolt it up without getting the oil on the sealing surface. I think I would bolt it up dry and then fill it all with the plug side jacked up. Not much fear of filling it too much. (A lot of room in the axle tubes if you do)
