Default 36 volt pds low power 2-4 code

I'm helping a friend with his cart. It has good batteries and good charge. Diagnostic mode beeps 2-4. Cart works but moves slow 4mph ish. All cables, terminals have been cleaned and are tight. If tow/run is in run position, key on, forward/reverse in neutral position solenoid will click as soon as switch is moved to forward or reverse (without touching pedal). Any ideas?

Might be a bad speed sensor

I will check the speed sensor according to other posts tomorrow. But that wouldn't cause the solenoid to engage when forward reverse switch is moved, would it?

Some controls do engage the solenoid when activated but the solenoid disengages moments later and re-engages when you press the gas. This is normal for some controls.

2-4 code is solenoid coil failure. Since your cart is moving the coil must not be failed but the solenoid may be welded. Remove the precharge resistor (if it has one) and verify the solenoid main contact is making and breaking the connection between the 2 large posts.

Roll away alarm works as it should. Removed speed sensor and magnet was secure to its base. Screw was a little loose so I tightened it and replaced sensor. Same symptoms. What next?

This solenoid does not disengage moments late. With no power applied there is no continuity between the big lugs on the solenoid.

Solenoid should not latch with the key or F&R so you have some type of controller failure and the 2-4 code is a signal something is wrong with the solenoid activation circuit.
