Just put a floor jack under the rear end jack it up and pull it out on the jack?

We did it all the time in my father in law's shop to move vehicles around...that weighed way more than a golf cart

The pack voltage is probably to low. The charger had to sense at least 28 volts before it will come on. You can charge them individually with an automotive charger to get them up enough that his charger will come on.
