Default Mystery Problem Still Unsolved

I've asked about this before - on a 10+ year old (bought used) 36v TXT PDS Sepex (F/R switch on dash, RunTow Switch). And I've tried several various suggestions - and still no joy.

The problem is that at times (separated by days), the cart stops (or won't start) - and acts like it is only getting a trickle of juice. I have replaced the micro-switch, the solenoid (and diode) and just put in all new batteries. I cleaned all connections really well. When it runs, it runs great.

So - I just hooked up a multi-meter to the to terminals on the motor - so I could catch what was happening at the motor when this event occurs.

And it happened. And the meter only read about 2-3 volts getting to the motor. As always, after clicking around and turning things off and on - it started working again.

I have been getting some readings as I putt around the property, and they seem odd - but I don't know if I'm reading them correctly (its a digital meter), or what they should be. It may be days before I catch it in the act again.

So, my questions:
- What should I see (or be looking for) when starting up and driving around and with the meter on the motor terminals?
- Since when it acted up there was super low voltage to the motor - I assume that means I can eliminate a bad motor (brushes) out of the equation - since it isn't getting correct voltage. I need to figure out why it wasn't getting full voltage - right???
- I want to sell this cart (just bought a newer one) so don't want to waste money on a new controller if that isn't the problem. But I don't know what else to try, or to be sure it is the controller. My biggest fear is if I buy a controller and it turns out to be a motor problem. I can't fix a motor because of my location (availability of parts), and mechanical expertise. And if I buy a controller I'll have $1000 (plus bought it for $1500) into a worthless motor-less cart. I can limit my loses, and sell it to a friend for $1650 delivered - if I know it is good to go. (good used carts are very hard to find here).

What would be the best way to proceed with this diagnosis? Since this is so infrequent - that makes things difficult. I am now set up to clip on to any terminals and monitor events in real time.

Additional info if you are still with me:
It has a NCX controller, but there is no Regen happening. It starts rolling really fast downhill with no regen resistance. I called the factory and apparently the contoller I have comes out of the factory with no Regen set, and would have to be sent back to the factory if I want that.

But I don't think that is problem, however it may be useful info. And when I coast downhill (no foot on pedal) I am reading about 11-12 volts on the multi meter - I assume this is the unused regen???. I have some other readings, but I'll wait to hopefully hear first from someone willing to help me out.
