Default Safe battery voltage?

Quick question... I had one of those cheapo Amazon battery meters (green/yellow/red lights) on my cart. The thing NEVER came off of showing full charge even when I know it wasn't fully charged..

I have installed a digital gauge that shows actual voltage. What should I expect to see (approx.) at full charge and at what level is considered low (I already bought one controller due to frying it because of low volts and over amping)..

Oh, it is a 1998 EZGO TXT series 36 volt.

A fully charged 36 volt pack will show around 38.20 volts if it is able to accept 100 % charge, this is after resting 8 to 12 hours after the charger shuts off. You should never run your pack down below 36.3 volts standing (not in use) voltage. And while under heavy load do not allow to drop below 31 volts for any length of time.... While charging you may see voltage as high as 49 volts though....

Ok, I am seeing over 38 volts at rest. Driving on flat ground it was around 37 or so. Pulling hills in my neighborhood (fairly steep) it will fall to 32-33 volts under load.

This is my first time with an actual voltage gauge so I just want to be on the safe side.
