2007 ruff and tuff throttle issues

my 48v -6 person ruff and tuff cart automatically goes(w/out depressing the throttle) whenever placed into forward or reverse. the throttle pedal does nothing when depressed. does anyone know the cause of this? is it a microswitch or potentiomenter issue. I was told it could be a solenoid as well(this cart has 3 solenoids,2 are identical,1 smaller). This seems more like a throttle control issue to me,however, i'm not an EV expert. any suggestions would help including; testing protocol for the switches and the solenoids. I'd like to get this thing rolling again. input is much appreciated.
