Charger turns on only when pedal is pressed

I have an electric 2003 ezgo industrial workhorse 800. When I press the accelerator I can hear a relay click in the charger. The cart does not move. Once I plug in the charger nothing happens, pressing the accelerator now and it starts charging. I jumped a wire from the battery bank to the selector where the small red wire that comes from the charger would go. This allows the cart to move but seems to have by passed the charger. To the best of my knowledge no wires are crossed. I am stumped. Any one have any suggestions? Already tried to bribe a mechanic I work with who does electric scissor lifts with a case of beer and he wouldn't touch this.

If the wire from the charger that was connected to MS-2 on the F/RT assembly isn't connected, the charger should still work. However, the cart can be drive away when the charger plugged into AC power.

There is a wire hooked up wrong somewhere. There are 3 wires coming off the back of the charging port. For this case the only 2 that matter are black and white. White goes to the main pack + and black goes to the main pack -. If you connect a volt meter to the 2 connections in the charger socket what voltage do you see ? Should be pack voltage.
