95 series 36v wire placement question

Hey guys , my cart recently only on occasion will go about 1/4 speed forward or reverse. Get back on later and runs fine for a day or so then do it again. Or go from running fine to 1/4 speed after you let off. I removed the fnr switch cover and found the black wire coming from throttle 1 on the alltrax was not connected. It has a tab in the connection that I can't seem to find where it came from. Could this be part of the problem?

Alltrax blinks and stays green even when the speed problem is occurring. Solenoid clicks. Pack voltage will drop to 36.4 under load. Cleaned all connections. 1/2 speed wire isn't connacted to controller. Any hints are appreciated. Thanks Mike
