Default 2002 pds

this one went in the lake overnight, I pulled the motor and rearend cleaned them up and bench tested them with 12 v motor seemed ok, it had new batts in it and they all check around 6.2. replaced the run tow switch and the FR switch, replaced the wire harness between the FR &RT switch and controller,
told the manager it needed a controller and he should go with an alltrax, I came up with a medical problem and didn't do anymore on it.
The manager replaced with a curtis controller that I thought he said was rebuilt,
the cart would run but it slowed down after a couple of minutes manager threw a new motor at it, still does the same thing tried a new solenoid because he thought the used one I installed might be bad, no difference.
I still think its the controller, manager is getting gunshy on throwing parts at it
the cart is lifted thats why I wanted to go with the alltrax at least a 400.
Anyway any suggestions

I checked batt pack voltage while driving and as the cart slowed thr pack didn't drop

It sounds like you have eliminated everything except the controller and maybe the speed magnet but I lean toward a controller problem.
