It should roll just fine, unless you did not turn the switch from run to tow. You pretty much answered your other problem for yourself- bad batteries. Your only issue right now is your batteries. The only other reason it will not roll freely with the tow switch on is if your brakes are too tight or jammed up. Also, not to be funny but, make sure you didn't forget to release the parking brake when you try to push it. You would be surprised how many people do that.

If breaks were jammed would tires still roll when jacked up? When I spin the passenger side tire forward the drivers side spins backwards. I tried run and tow.

Normal operation. It has a differential.

What is the history of the cart?

I have no idea what could be preventing you from rolling the cart then. Now driving it is your bad battery issue. Other than the parking brake, brakes being too tight,run/tow switch, and maybe the differential being completely ceased there is really nothing that would prevent it from rolling

Motor could be frozen from rust (flood)or maybe from over rev. Or something in the top part of the gear case.

Curious as to how you got it from where it was to where it is now if it won't roll.

I suggest pulling the motor loose from the axle (easy, only 3 bolts) so you can positively tell if the motor, or axle is preventing rolling.
