Default I think I have a bad controller

I have a 1996 Ezgo TXT DCS cart that won't go. I have followed the diagnostic procedures and the results were inconclusive. The cart was running fine. The previous owner told me he replaced the controller and the batteries. The cart started stuttering and then stopped all together. Now it won't run at all.
The solenoid tests good, completely disconnected from the cart. One interesting observance is the B+ post on the controller has battery pack + voltage(40.5 volts) at all times, even when disconnected from the solenoid. The only step that will take away the voltage on B+ is run/tow switch to tow. I can put the FNR switch in N, turn key switch to off-no change.
From looking at the schematic, B+ controller post should only get battery pack + through the solenoid. That's why I think the FSIP rebuilt controller is defective.
I would appreciate any suggestions or conclusions from my limited information.

Stuttering is a symptom of a bad battery not controller.
SO check the battery pack voltage then with the meter still attached to the pack try to go where the cart is shuddering and tell us what the pack voltage reading is THEN.

Scotty, thank you for your reply. The problem is the cart is inoperative EZGO NOGO.
Is it normal for the B+ controller terminal to have battery pack voltage on it being back fed from the controller?

What controller do you have? I had a similar issue a few months back, chased it all over - new battery, new solenoid, new cables, even ended up taking it to a repair shop....

It was the controller

Got one from Scotty and all been perfect since ��

you are getting pack voltage on b+ because of the pre charge resistor across the solenoid. It is used to keep the capacitors in the controller full. That is completely normal. I'm with Scottyb, check the pack voltage while trying to go tell us how much voltage drop you get.

One problem I found was the lack of a "resistor chip" on the solenoid. Also, I found a NTM stock DCS controller. After installing the controller and "resistor chip", the measured voltages made sense, as described in the trouble shooting guide. 39 volts on BP+, 39 volts on batt side of solenoid and 36.3 volts on controller side of solenoid. In my investigation, I found the throttle box with 1/2" of water. I have a new ITS and limit switch on order. Slowly, ever so slowly, with the help of the resources on BGW, I'm learning. I've also picked up a DCS used motor, JIC.

Hey, I put tin foil, steel wool, sodium vapor, incandescent, neon, and florescent light bulbs, CDs, etc. in my garage microwave oven all the time. Kids love it, but while Dads think it's kewl, the Moms aren't too thrilled.

I have a spare microwave for fun stuff.. Try Christmas lights (or look it up on YouTube), really cool. I once put a cell phone in the NukeMaster & made the big mistake of opening the door inside the house .
