Default '93 Electric Marathon No Start

I apologize in advance if this post is too vague or general. This is my first time posting on this forum....

I have a '93 Marathon that ran for the first weekend I had it. Parked it for a week. Hooked up to Textron TCII and let it go through full charging cycle, but it wouldn't budge. And has not run since (almost two years ago). I'm just now getting around to tinkering with it. Battery bank shows 16+V across it. When I hook it up to charger, the ammeter sits at zero and "dc volts" button matches what my multimeter shows. LED readout flashes back and forth from 4 zeros to 1 zero.

So basically I'm wondering if anybody knows what that Textron code means? Obviously I don't want to throw new set of batteries in the cart if my charger is just kaput. Nor do I want to buy a new charger if my batteries are fried.

Any help would be GREATLY appreciated!

If the batteries sat uncharged for 2 years and only reads 16 volts your batteries are definitely toast. Make sure the water is over the plates and try to charge them one or two at a time, depending on whether you have access to a 6 volt or 12 volt charger. If you can get them up to 28 or so volts, you can try your cart charger, to see if it works.
