Default 2013 RXV motor stall

2013 RXV, motor stall detected. it runs through power up checklist and creeps 3" forward and dies. Wont re start til you cycle the key and same thing all over again. Only code in handheld is motor stall detected (Like I noticed that too duh LOL)
Controller test good
Tried another known good motor
New speed sensor
New controller resistor
Tried another known good brake assy.

If it is moving at all during POST, brake is not holding properly.

it doesn't move until you floor the pedal and it will creep forward about 3"-6" and the motor stalls and brake locks. Remove brake but keep plugged in, makes no difference, so I know nothing is locked up.;

Since you were able to read the fault I assume you have a handset. Under monitor menu go into the 'Motor' tab and read that RPM input when you try driving it.

1) Should show positive number in forward and negative in reverse. If the +/- does not match F/R then switch pins 30 & 31.

2) If it shows 0 measure unplug the motor sensor plug and measure pins 30 and 31 (I think they are grey and blue...center two of the connector) at the motor plug to B- they should each have a 5V pull-up. If one of these is missing controller is likely bad.

The 0 speed is indicating one of your encoder channels isn't pulsing. Sadly the 1206AC unlike the other curtis ACs do not show the individual channel 'speeds' so I would start with the grey wire first. Make sure you have good continuity from the controller back to that pin, and the same for the blue. If possible you may want to try plugging everything in and checking the voltage on each pin then pushing the cart by hand slowly as possible and make sure you have a toggling signal from about 0 to approx 5v. (on/off) for each channel.
