Question 93 marathon dying

I have a 93 marathon, 36 volt, non-resistor, series. It runs good in reverse, even all the way to the floor. In forward in runs fine to about 50% throttle and dies. You can let clear up, push down again and it will run up to half way and quit.
I swapped out the speed pot with one I had, same thing. I haven't ohm'd either of them yet.

It has 2yr old batteries that charge up to 38 plus. New cables, new f-r switch, new on-off switch, contacts cleaned. I've read batteries can fall out. How to check for that?

I noticed the f-r switch only had 2 MS, one with Bk + Wh going to control box and one that has one Wh wire going to B+ for rev buzzer. Doesn't have a buzzer. Is this where its goofy?

I checked the pots, one goes to 7400, the other to 8000. Aren't they supposed to top out at 5000? I read on here they were adjustable ( PB-6 throttle) but couldn't find it in search. I tried adjusting on the bench but not knowing the end point of throttle travel I didn't have any luck. Adjusting in the cart looks difficult, little room.
I did load test on batteries and they checked good. Voltage across batteries ran from 37.4 off to 36.7 running. Am charging batteries again, but 37 volt ought to run it shouldn't it?

adjusted throttled linkage to not overtravel pot, and is running
