Default 2009 ezgo PDS ITS problems

I have a 2009 ezgo TXT PDS. It will not go in forward or reverse. Reverse beep sounds when the f/r switch is in reverse. Solenoid clicks when gas pedal is pushed in forward and reverse. Micro switch tested good. I placed volt meter on -B and the white wire of the ITS, pressed the gas pedal, my volt meter read 27 volts. If I understood correctly, I should be getting between.3 and 1.7 volts. Am i safe to assume that the ITS is bad?

I would want to know why the ITS is being fed so many volts. The ITS doesn't supply its own voltage it gets fed the voltage from the controller.

When it comes to testing the controller, I am not sure where to start. Is there a STICKY that has the info on how to test the controller?

I checked the voltage on the controller. I get 56.5 volts on the battery pack and I get the same on the battery side of the solenoid. I get 53.5 on the controller/motor side of the solenoid.

The cart will not go in forward or reverse. What should I check next?

I was shocked to see that many volts. I went back and checked it again, but i still got 50.5 volts and then 48.5.

I'm a beginner at this. I'm pretty savvy, but I'm not sure what more info you will need. Can you give me some items to look for or parts to test and I'll get the info. Or can you direct me to a sticky that might help me to gather more info.

I also switched out the ITS with one from another cart I have, that I know works, and the cart still would not move.
