Default 40v on a 36v battery pack

My battery pack.Is reading 40v, but the charger still does not say fully charged. Is there a problem, or is this normal? It is a 36v pack

I have a Powerwise charger and it will charge to 44-45 volts before shutting off. How long have they been charging when showing 40V ?

Bulk charge on 36 volts is 44.5 and finish/equalize charge may be as high as 48.6 volts...
