Default Solenoid??

I did my due diligence to search this answer and I am sure that this answer is here but I could not find it to my satisfaction. Here is my issue.
I have a 96 36 volt. The batteries are pretty good. I checked and replaced a couple of wires with bad connectors and did a good cleaning. Did a full charge and checked each batteries voltage and all is good. Now the problem... Once the pedal is engaged, the solenoid clicks and then nothing. How can I know for sure if it is a bad solenoid or if it is in the controller. What is the best way to diagnosis?

Connect an volt meter, set on continuity, place on the two large terminal studs. The meter should indicate no continuity, Replace the solenoid if continuity is present.

Using jumper wires attach from main positive and main negative of battery pack to the two small solenoid studs, polarity is not important. You should hear a click as the solenoid engages, and the meter should indicate continuity on the two large terminals. Replace the solenoid if continuity is not present.

Clip your meter leads to the two large terminals on the solenoid. Set meter to a setting close to 200v DC, so you can read 36v. When the solenoid clicks, the voltage reading should drop to zero, indicating the difference from one side to the other is zero. That would be a good reading for a good solenoid.

There are 2 diodes on my solenoid. Could one of the diodes be bad?

If it's clicking, the diode is not shorted. The one on big terminals is a precharge resistor, which keeps the capacitors in the controller nearly full, to reduce wear on the solenoid contacts. The cart should still work with both of those parts absent, so they are likely not your problem.

If I am reading my meter right my solenoid is good. Again if I am doing it right I have 36.9 volts coming out of the controller. I see no visible problems with the 4 wires going to the motor. SOOO..... Whats the best way to diagnosis if the problem is with the motor?

For a series controller place the voltmeter leads on B- and M-. Press the pedal until the solenoid just clicks, the voltmeter should show full pack voltage. Then as you depress the pedal that reading should go to 0. If not the controller is not passing current either because:
The controller has failed or
The throttle signal has failed
