Default Charger Wiring Question

I am reconditioning a PowerWise 36V charger, mod 28115.I installed a new power input board and I have a question about the output DC connection. Bypassing the board, I get approx 43VDC out the transformer output, which I assume is okay.
The output ammeter was bypassed because of a blown fuse.
My question is that there are two wires out of the transformer secondary which were spliced together when I got it, and they still are. I don't understand why are two wires, when one wire should have been sufficient, even after connecting the sensing voltage wire from the board.
I don't have any wiring diagrams or the batteries yet to fully check it. I just want to make sure I get the output wiring correct before connecting to the batteries.
