Default Powerwise charger not cutting off when unplugged

I put a new timer board in this charger because it wasn't turning on. Now it will come on, and seems to be charging fine, but when I unplug it from the cart it will not turn off. Voltage at the plug when it's unplugged is and not cutting is 40 volts. Is it safe to say the transformer is not getting the voltage high enough to cut itself off when unplugged?

That's it. The voltage has to reach 45V +/- 1V to shut off.

Hopefully, it is just a bad capacitor, but it could be the transformer.

Attached is how to check transformer and capacitor.

I thought I had read another post where you had commented about that. Unfortunately I had a new capacitor on the shelf and gets the same results with it, so I think the transformer is bad.

Was the new capacitor on the self the same µF value?

Otherwise the voltage will be wrong.

A bad transformer will have something other than 60VAC +/- 5VAC when capacitor is disconnected.
