Default Clicking but not moving

I bought this 2006 ezgo golf cart about 7 months ago. My kids have been driving the hell outta it in the neighborhood. Last week the pushed it back home said it died. It worked the next day but after charging it all night we cannot get it to move forward or backwards. It clicks when you press the gas when you put it in reverse it makes the annoying beep sound but it wont go forward or backwards. I am not sure how old the batteries are but would that be a good place to start? I put it on a voltage machine and it shows 36volts. I checked the reed on the charger and it looks to be bypassed.

Just want to get this thing up and running

if you are only getting 36v, which is considered DEAD, actually 50% and the cart should not be used below that.

Could that be why when I plug up the charger nothing happens??

The charger should come on if it sees anything over say 28 volts. Check for voltage in the receptacle where the charger connects. What's there? Anything?
