Default Ezgo Txt series motor need help!!

I’ve had trouble with my forward reverse switch always burning up. A few weeks ago my cart stopped dead in its tracks and I assumed it was another F/R switch. After inspecting the switch it looked a little burnt but, not as bad as usual. When you would try and press the pedal the solenoid would click but, nothing else. I ordered a contactor kit to eliminate the F/R switch. I installed the kit but, I still have the same issues. You press the pedal, the solenoid clicks but nothing else. After testing a few switches I realized I have only around 4 volts from my black wire that goes between the controller and the inductive throttle sensor. It should be at 14V from what I read. Also I notice my solenoid gets pretty hot with the key on. I have tried testing my controller and solenoid but I’m not sure I am doing it right. On the solenoid I have pack power on both sides with no voltage difference.

On testing the solenoid it says to remove the pre charged resister on the big terminals. The only resister I have goes between the smaller terminals and it looks like a diode. The other problem I have found is I don’t have 14V to the black wire goes from the controller to the inductive throttle sensor. I’m only reading around 2V.
