That’s an indication of bad or poorly installed wheel bearings

The first thing I learned from this is not to trust A1 Golf Cart... "It all checks out"???

As already mentioned it sounds like bearings. I would avoid driving it at all, anywhere, until you can have it looked at.

Is there a guide around here for the bearing install for these? Why would the wheel lean so much like that? If the bearings were that loose I would have seen that but it was not bad. The tire lean bothers me most but I want to do everything at once for him, if i can

With cart jacked up have friend wiggle wheel while you look feel for movement.
When moving at 3 and 9 o clock position only move enough to not cause other side wheel to turn. That will give misleading indications.
Download service manual from stickies here.
If you do find bearings need to be changed, change races at same time.
Careful when tightening axle nut”preload.too much or too little will damage new bearings.
Also lube before install.
