Bad diode(s), or circuit breaker tripped/bad, or ammeter bad.

Use an AC voltmeter to measure output across total secondary. (test probes on the wires that attach to the diodes.)

Warnings:
1. Pull AC plug from wall outlet while disconnecting/reconnecting capacitor wires.

2. Discharge capacitor and be very careful disconnecting and reconnecting its wiring, it has about 500V on it.

With capacitor disconnected, plug in charger. You should get between 55VAC and 65VAC.
If you don't, the transformer is bad.

If you do, unplug charger, reconnect the capacitor, plug in charger. You should get between 83VAC and 97VAC.
If you don't, replace the capacitor with the one having the same µF value.

If you do, the transformer and capacitor are withing specs, troubleshoot diodes and other stuff going out to output plug.

Bummer, all good things must come to an end....eventually.

Since it had at least a 30 year run, its quadrupled the life of today's new ezgo charger. (And that might be giving the new ezgo charger too much credit)

Is the the cart it's been charging from the 80's?

So, if you see one of these in the used market, unless it's free, avoid it. (And even if it's free, if it doesnt work, you cant fix it either).
