Default Total Charge III, no click, no buzz

EZGO Total Charge III worked OK last week. Now does not charge the cart when I plug it in. No click, no buzz, no ammeter indication.
Power measures 117Vac, end of charger cord measures 200mv ac, 16mv dc, which is what a sensing circuit might draw, and maybe indicates the breaker is closed.. The charge port on Cart measures 37+ Vdc, which is right. Circuit breaker sticks out rather far but I think it always did, and doesn't depress at all when I push on it. Is this normal for the circuit breaker? Is this a failed control board? I still need to check that the Anderson connector is making contact.

Not too sure, but it could be board. Did you open the charger? Check that DC was making the trip into the charger? Checked that AC is making it into the charger?

The circuit breaker is in the DC output circuit, so the charger should come on (hum) whether the breaker is tripped or not. However there is a fuse in the AC input circuit that could be blown.

Here is a schematic for a TC-III. Service manual also attached.
