Thanks for all the usefull information. I believe it's time to look for a new charger, sounds like the transformer is going bad. I have the opportunity to buy a 2 year old Powerwise II charger for $250. Is this a reasonable price?

I have 3 power wise chargers that have new boards,diodes, and fuses in them. They all work great. $200.00 + shipping.

Glad it's fixed. It's very hard to fix things over the net sometimes.

I had a friend tell me he had a charger fixed at a local shop but it still didn't work so he brought it to me to look at. The fuse was not inside and it wasn't hooked up either to the heat sink. I asked why not he said they burnt it off.
I asked how could it be fixed if it was burnt off he didn't have a clue! Sometimes you got to open your head up and think about stuff.

raytay I would like to add that the best way to troubleshoot bad capacitor is that the charger seems to be working but the ammeter needle reads always below the 5amp, output voltage is on the 36v range and charger does a different than normal buzz, glad you changed the capacitor, I was intuiting from the beginning you had a bad capacitor but got worried when you said you were spending in another charger when you just can change capacitor.
