Powerwise 36v Charger Problem

I have had a 2004 EZ-GO TXT 36 volt for about 2 years now. For a while now when I plug the charger into the cart it will only jump to around 5 amps. This is reguardless of the state of charge on the batteries. I can hear the transformer humming and after what seems like a normal charging cycle time (several hours) it will shut off.

I borrowed a neighbors charger and it performed correctly. That is, it first jumped to about 20 amps and quickly settled down to about 10 amps at the start of charging. The performance of the cart was much better so I fiqure it must be that my charge is bad.

Any ideas about what part inside the charger going bad would cause these symptoms.

Check your diodes inside on the heat sink.

You should only get a reading in one direction. If you get anything other than that replace them.

The diods are giving good readings. Could a bad capacitor cause this problem?

Yes.
The transformer can cause it to if it's going out.

check the mother board. I replace them daily at my shop. that relay sticks or goes bad and causes problem.

The relay is working. I checked the DC output and got 36.7 volts. Is this within an exceptable range.

most of the ones I test output is around 40 volts.

36.7 is very low. It want put enough charge in the batteries as in a car alternator it has to put more in than taken out so a 12 volt car has to get 14-16 volts to keep a charge on the battery. A cart uses the battery at 36 volts so if you aren't pushing more than that it's not going to charge the pack fully.
