Exclamation ezgo a no go

Hi Guys, I'm working on a 91 ezgo that's been used around a ranch here in California. Man is she dirty. Anyway I've looked over the the trouble-shooting threads and have gotten some good info, but alas I can only go so far and the questions keep mounting for this newbie.
So here goes;
The problem I have is when the cart is in forward or reverse the cart trys to go in the correct direction, basiclly it just shudders. It wants to go but just won't latch on......

Batteries are charged - 37v

When put in reverse I have a continuous beep.

Checked all the connections and they are tight.

When I press the pedal there is a click.

Any thoughts

Can you do a voltage check on each battery? They do not have to be disconnected.

Thanks Garage built for responding....... I did check the fluid levels on all the batteries and checked each battery, but there could be a bad cell.... let me take a closer look and maybe measure the voltages under load as well.... I'll do that today......
