Default Question for charger on 99 ez go

Hello all,
I am new here and to the world of golf carts, so please bear with me if my question(s) seem basic. I just purchased a 99 E-Z-GO 36 volt golf cart, I bought it from someone who just bought a house and the cart was left with the house and he is as green as I am,(or so he told me) any way there is a mix of Trojans, and Exide batteries in it the Trojans are from 03, (I learned this from another posting to scrape the terminal to get the year code on the Trojan.)the other 3 Exide are 07 as they have a sticker on the side. the problem is there is no juice to the cart at all, and the charger doesn't do anything when i plug it in. the guy I bought it from said he took the charger in and the golf cart shop said it worked fine however the charger will not work when the batteries are dead. I know I need to replace the batteries, however is it true that the charger will not work when the batteries are dead? I will hopefully be able to replace the batteries on Saturday, however I hope I do not need a new charger as well.
Thanks for the responses and sorry I am so long winded.

If the charger does not detect enough voltage it will not come on.

The charger will not come on until it senses at least 28v. You could charge the batteries up in pairs with an automotive charger to get the voltage up so your charger will work.
It's not a bad idea to start with new batteries as it is not good to have a mixed set anyway.

Just a reminder, new batteries need to be charged before you use them.
