Elec EZ Go won't charge

Unwrapped my EZ Go elec cart after winter. It will not charge. Tested charger to be OK by charging a neighbor's EZ. Checked all wires between batts and cleaned. Topped off each batt. Each batt has 3-4 volts. Plug in charger and get nothing. Made sure toggle switch is in Run position. Am confounded.

you need to bring the charge up on the batts individually first as the charger will not start if your voltage is too (low usually around 28v) . use a 12 volt charger across 2 6v batts at a time
